While on patrol, Sergeant Robert Vega of the Colton Police Department, stumbles upon a man and woman late at night rummaging through a dumpster at a new construction site. Sgt. Vega recognizes the female due to prior run-ins with her and her friends. Upon searching the male suspect, Sgt. Vega finds drugs and drug paraphernalia in his possession. The male suspect states he just found the items. When Sgt. Vega does an exterior search of the female suspect’s vehicle, he discovers that there are two dogs inside of the vehicle along with meth in the interior of the car door. The female suspect pleads to Sgt. Vega to not be arrested since she does not want to abandon her dogs. Sgt. Vega detains the couple but simply writes them a citation and lets them go so the dogs do not end up in a shelter.
